AICEIA writes about attendance in offices during the pandemic

Respected Sir,

 

            Subject: Preventive Measures to be taken to contain the spread of Novel Coronavirus (COVID-19) – Attendance – reg.

 

            Kindly refer to DoPT OM vide F.No. 11013/09/2014-Estt.A.III dated 18.05.2020 wherein it was clarified that all Heads of the Department shall prepare a roster so as to ensure that 50 percent officers and staff attend office on every alternate day. Direction had been given for work from home for those who are not required to attend office. These instructions will remain in force until any further orders. In the said OM, the Heads of the Department were requested to ensure strict compliance of the abovementioned instructions along with the directives of Ministry of Home Affairs.

            Subsequently, the DoPT vide its OM of even number dated 05/06/2020 reiterated the earlier OM and directed to ensure strict compliance of instructions issued by DoPT as well as MHA and MoH&FW.

            Now, it has come to the knowledge of the association that no uniform policy on attendance is maintained in field formations of CBIC. In some CCAs the higher authority is creating pressure for 100% attendance. They are taking the plea of absence of any guidelines from the Board in this matter. The Association has grave concern regarding this practice. In the offices of certain cities where the cases of COVID-19 are increasing exponentially, 100% attendance will amplify the risk factor for the employees in those offices. Reports have already pouring in regarding officers getting infected in several such offices.

            Thus, it is requested to issue necessary guidelines on attendance for all the CCAs uniformly ensuring that the instructions and SOPs issued by the DoPT, MHA and MoH&FW are scrupulously followed.
